This report assesses the economic exposure and export impact of changing U.S. tariff policies and potential changes to the African Growth and Opportunity Act on Kenya’s textile and apparel sector to inform Kenyan policymakers, apparel manufacturers, and international trade partners. By modeling various tariff exposure scenarios, the study reveals that losing AGOA duty-free access without a competitive trade agreement could trigger a collapse in export value down, risking direct and indirect jobs. Ultimately, the report demonstrates that private sector operational efficiency gains must be paired with government support to close the unit landed cost gap and maintain price parity with global competitors.
